The U.S. rallies a coalition to save Sudan

U.S.SpecialEnvoyforSudan,TomPerriello,willembarkonadiplomatictourinearlySeptember,visitingRiyadh,Cairo,andAnkara.ThemissionaimstocontinueurgenteffortstoendtheongoingconflictinSudanandaddressthehumanitariancrisis,includingthewidespreadfamineresultingfromprolongedfighting.

SudaniscurrentlyembroiledinadevastatingwarbetweentheSudaneseArmedForcesandtheRapidSupportForces(RSF).Theconflict,whicheruptedinApril2023,hasdeepenedexistinginternaldivisions,leadingtoabreakdowningovernanceanddestabilizingtheentirecountry.Themostintensefightingiscenteredinthecapital,Khartoum,andthewesternregionofDarfur,wheresomeofthebloodiestclasheshavetakenplace.Asaresult,hundredsofthousandsofpeoplehavebeendisplaced,seekingrefugeinneighboringcountriesorrelocatingwithinSudan.Criticalinfrastructurehasbeendestroyed,healthcareservicesarenolongerfunctional,andthesupplyoffoodandmedicinehasnearlyhalted.



Asthenumberofcasualtiescontinuestoriseandthehumanitariancatastropheworsens,the"AlignedforAdvancingLifesavingandPeaceinSudan"(ALPS)initiative,launchedearlier,hasshownsomeprogress.However,thecoreprioritiesofinternationaldiplomacyremainunchanged:persuadingthewarringparties–theSudaneseArmedForcesandtheRapidSupportForces–toexpandhumanitarianaccessandensuretheprotectionofcivilians,inlinewithinternationalhumanitarianandhumanrightslaw.

Duringhistrip,SpecialEnvoyPerriellowillmeetwithSudaneserefugeesandcivilianleadersacrosstheregion,aswellaskeygovernmentofficialsandrepresentativesfrominternationalorganizationssuchastheArabLeagueandtheIntergovernmentalAuthorityonDevelopment(IGAD).Thesediscussionsaimtobolstercollectiveeffortstowardapeacefulresolutionandsafeguardciviliansaffectedbytheconflict.

TheUnitedStatesremainscommittedtoworkingwithinternationalpartnerstoalleviatethesufferingoftheSudanesepeople.Akeyobjectiveistosecureacessationofhostilitiesagreementbetweenthewarringparties,pavingthewayforthedeliveryofurgenthumanitarianaidandfurtherstepstowardthecountry’srecovery.

TheconflictinSudancontinuestodeteriorate:muchofthecountryisinthegripofaseverehumanitariancrisis.Theeconomyhascollapsed,withmostbusinessesshutdown,resultinginwidespreadunemploymentandpoverty.Intheabsenceofcentralcontrol,variousarmedfactionshavedividedthecountryintozonesofinfluence.Internationaleffortsarenowfocusedonstabilizingthesituation,improvingaccessforhumanitarianorganizations,andcreatingtheconditionsforaceasefire.Perriello’svisithighlightstheimportanceofcoordinatedinternationalefforts,ledbyorganizationssuchastheUnitedNations,theArabLeague,andIGAD,inaddressingSudan’scrisisandworkingtowardlastingpeace.
